Katy Youth Care is committed to providing a rehabilitative, trauma-informed environment for at-risk youth ages 10–17. Our mission is centered on stabilizing, supporting, and preparing young people for success by integrating compliance-driven operations with evidence-based therapeutic care.

To be recognized as a premier trauma-informed Residential Treatment Center in DFPS Region 6, setting the standard for quality care, regulatory compliance, and positive youth outcomes in the Greater Houston area.

Trauma-Informed Treatment
Every interaction, intervention, and decision is grounded in an understanding of trauma and its impact. We use evidence-based modalities—TBRI, TF-CBT, CBT, and EMDR—to help youth process trauma and develop healthy coping strategies.

We maintain a compliance-first culture that proactively exceeds HHSC and DFPS regulatory standards. Through rigorous quality assurance, monthly compliance walkthroughs, and data-driven improvements, we ensure the highest standards of care.

Brandon Adams
15 years of fiscal and programmatic experience with residential child care services. Provides overall strategic direction, financial management, and regulatory compliance oversight.
Reginald Carter
20 years of experience in residential child care operations. Texas-licensed LCCA responsible for day-to-day facility operations, staff supervision, and quality assurance.
Deric Outley
Manages operations coordination, facility maintenance and safety, supply chain and vendor management, human resources, and risk management.
Gabriella Sanchez
Oversees clinical programming and treatment planning, conducts diagnostic assessments, and coordinates care with DFPS caseworkers, therapists, and medical providers.

Our Board of Directors provides governance oversight, fiduciary responsibility, and strategic guidance for the organization.

The Board is responsible for annual financial review and approval, policy development, executive performance evaluation, strategic planning, compliance oversight, and community relations.

Katy Youth Care operates as a General Residential Operation (GRO) functioning as a Residential Treatment Center (RTC), licensed by the Texas Health and Human Services Commission (HHSC) and contracted with the Texas Department of Family and Protective Services (DFPS).
